Aluminum wiring in Toronto's North York district comes down to when a home was built and what has changed in it since. ESA says homes built from the mid-1960s to the late 1970s may have aluminum wiring, and that span lines up with North York's years as a borough: the City of Toronto Archives records that the township became a borough on January 1, 1967 and was incorporated as a city in February 1979.
Housing from that era is not spread evenly. More than four in ten dwellings in the Don Valley North and Don Valley East wards date from 1961 to 1980, against under a fifth in Willowdale, and Don Mills was planned in the early 1950s, before the period ESA describes. So an assessment of the actual circuits, not the street or the decade, decides whether a North York home needs pigtailing, rewiring or nothing at all.
What North York Homeowners Should Know
ESA Flash 25-18-FL (May 2025) states that devices with push-in terminations must not be used with aluminum conductors. Where a device approved only for copper is installed, a copper pigtail runs from the aluminum conductor to the device's connection screw, the same pigtail rule covers the bond conductor, and the wire connector at each pigtail joint must carry the marking that the notice's Table F1 requires.

The profile notes that period of construction refers to when a building was originally built, not to later remodelling, additions or conversions.

Reading North York's Housing Age Ward by Ward
The City's ward profiles give a useful first clue. Don Valley North dates 48.4% of its dwellings to 1961 through 1980 and Don Valley East 43.5%, both far above Toronto's 28.8%. Yet only 14.2% of all Don Valley East dwellings are single-detached houses, so most of that ward's 1961 to 1980 homes must be something other than detached houses. Willowdale sits lower, at 18.3%.
The numbers have limits. The City dates each building by its original construction, so a 1950s Don Mills bungalow with an addition or a basement finished during the 1970s still counts as 1950s housing, even if the newer part was wired differently. ESA also notes that some homes contain a mix of aluminum and copper. The ward figures show where to look first, not what is inside a particular wall.
Pigtails, Aluminum-Rated Devices or a Copper Rewire
There are three ways to deal with aluminum branch circuits, and two of them come straight from ESA's flash notice. Devices marked for aluminum, CO/ALR for switches and CO/ALR or AL-CU for receptacles at 20 amps or less, can take the aluminum conductor directly. Copper-only devices can be used once a copper pigtail is joined to the aluminum with a connector marked for that pairing, bond wire included. Push-in devices are ruled out in every case.
The third way is full aluminum wiring replacement: in a North York house, that means retiring the aluminum circuits and running new copper cable in their place. Pigtailing keeps the existing cable and reworks every connection point; our published range for a typical three-bedroom home is $2,000 to $4,500 (as of October 2026). A copper rewire of the same home runs from $8,000 to $15,000 or more (as of October 2026) and suits owners whose walls are already open or whose insurer has asked for it.
Insurers, Condo Units and Toronto Hydro Isolations
An insurer's question can be what prompts an assessment. ESA reports that many insurers will not write or renew a policy on a home with aluminum wiring until it has been inspected and repaired or replaced where needed, and that some insist on copper. The document that settles it is the ESA Certificate of Acceptance, issued after the Licensed Electrical Contractor files the notification and ESA inspects the work. Owners of 1960s and 1970s townhouse or apartment units should check with their condominium corporation before booking any work.
If the remediation includes a new panel, the supply to the house may have to be isolated first. Toronto Hydro takes isolation requests online and gives a typical lead time of about a month (as of October 2026), so request the date early. Aluminum Wiring in North York: Common Questions
How can I tell whether my North York home has aluminum circuits?
Aluminum conductors are silver-grey rather than copper coloured, and the printing on the cable jacket, often visible across an unfinished basement ceiling, usually names the conductor material. Do not remove cover plates on live circuits to look. Since ESA notes that some homes mix the two metals, one copper circuit does not rule out others; a licensed assessment checks the panel and devices on every floor.
Is aluminum wiring in Toronto's North York district a problem for home insurance?
It can be. ESA reports that many insurers decline to provide or renew coverage on homes with aluminum wiring until it is inspected and repaired or replaced as necessary, and some require copper. Ask your insurer for its requirements in writing before work starts, then send it the ESA Certificate of Acceptance and the itemized invoice once the work passes.
Were the original Don Mills houses wired with aluminum?
The City's centennial exhibit dates the Don Mills plan to the early 1950s, when E.P. Taylor had assembled the land, about a decade before the mid-1960s start of the period ESA links with aluminum wiring. The build date is only a starting point, though: later phases, additions and past rewiring vary from house to house.
Who is allowed to pigtail the aluminum connections in a North York house?
ESA lets a homeowner do electrical work in their own home after filing a notification with ESA, but friends, relatives and neighbours may not do it for them, and anyone hired must be a Licensed Electrical Contractor. The flash notice sets specific device and connector markings for aluminum, and ESA recommends a contractor who knows the special techniques aluminum requires.
