A large part of Scarborough's housing went up in the years when aluminum branch wiring appeared in Ontario homes. The City of Toronto's 2021 profile of the Scarborough Community Council area puts 36.9% of its dwellings in the 1961 to 1980 period, the largest single group and well above the citywide 28.8%. ESA says homes built from the mid-1960s to the late 1970s may have aluminum wiring, so many houses in Agincourt, Malvern and the streets between are worth checking.
Aluminum wiring is not automatically a hazard. ESA's view is that it can be safe when it is connected and terminated with devices approved for aluminum. The risk sits at the connections: a receptacle swapped for a copper-only device, a push-in outlet, or a splice joining aluminum to copper with the wrong connector. Those are the points an assessment examines, and the points an insurer is likely to ask about.
What Scarborough Homeowners Should Know
The Electrical Safety Authority says homes built from the mid-1960s to the late 1970s may have aluminum wiring, and recommends hiring a Licensed Electrical Contractor experienced with aluminum wiring to assess the system, make repairs and have ESA inspect the work. It notes that insurers are increasingly refusing or non-renewing coverage unless the wiring is inspected, and in some cases require replacement with copper.

Pigtailing or Aluminum Wiring Replacement?
Pigtailing leaves the aluminum branch circuits in the walls and changes every connection point. A short copper lead is joined to the aluminum conductor with a connector approved for that pairing, and the copper lead goes to the device. Every receptacle, switch, light and junction box gets the same treatment. It is the method ESA's flash notice describes for connecting copper-only devices to aluminum, and it is far less disruptive than opening walls.
Aluminum wiring replacement removes the aluminum circuits and runs new copper cable. It costs more and involves patching, but it settles the question for good, and it is the obvious choice when a house is being gutted for renovation or an insurer insists on copper. Our published ranges for a typical three-bedroom Ontario home are $2,000 to $4,500 for pigtailing and $8,000 to $15,000 or more for full replacement, confirmed by an itemized quote after the assessment.
What an Aluminum Wiring Electrician Checks in a Scarborough House
The assessment begins at the panel, where cable markings and breakers show which circuits are aluminum. From there we open a sample of receptacles, switches and fixture boxes in every part of the house, looking for copper-only devices, push-in connections, discolouration and splices made with unmarked connectors. Additions and finished basements get extra attention, because newer copper circuits from later work can meet the original aluminum there.
You receive a written summary of what was found and a choice of approaches, each priced. Whichever you pick, the Licensed Electrical Contractor files the ESA notification before work starts, ESA inspects the result, and the ESA Certificate of Acceptance gives your insurer the documentation it is likely to request.
Insurance, Selling and the Service Entrance
ESA notes that insurers increasingly want aluminum wiring inspected before they renew a policy, and some ask for copper. Dealing with it before listing a house avoids a rushed repair squeezed into a sale condition, and paperwork showing the work was inspected answers a buyer's questions directly.
Aluminum and copper can also meet at the service entrance, where Toronto Hydro's metering rules call for a proper bi-metallic connector at any aluminum to copper joint. If a 200 amp upgrade is already on your list, it can be planned alongside the remediation so the panel work happens once. Aluminum Wiring in Scarborough: Common Questions
Is my 1970s Scarborough house likely to have aluminum wiring?
It is possible. ESA says homes built from the mid-1960s to the late 1970s may have it, and that period covers a large share of Scarborough's housing. The surest way to know is an assessment that starts at the panel, where the cable markings show the conductor type, followed by a check of the circuits throughout the house.
Do I have to replace all the aluminum wiring in my Scarborough home?
Not usually. ESA's position is that aluminum wiring can be safe when it is connected with devices approved for aluminum, which is what pigtailing achieves. Full replacement becomes the better choice when an insurer insists on copper, when walls are already open for a renovation, or when the assessment finds damaged conductors.
Can I change the outlets myself in a house with aluminum wiring?
ESA allows homeowners to do electrical work in their own home after filing a notification, but aluminum connections leave little room for error. ESA's flash notice bans push-in devices on aluminum and requires aluminum-rated devices or proper copper pigtails. A standard copper-only receptacle is not suitable on its own, which is why ESA recommends a contractor experienced with aluminum.
Will aluminum wiring come up when I sell a house in Agincourt or Malvern?
It can. A buyer's home inspector may flag it, and the buyer's insurer may ask about it before closing. Having the ESA Certificate of Acceptance for completed remediation on file lets you answer those questions with documents rather than estimates.
