An electrical panel upgrade in Whitby is really two pieces of work that meet at the meter. Inside the house, a Licensed Electrical Contractor removes the old panel and reconnects every circuit to a new one. Outside, Elexicon Energy, the distributor that serves Whitby, handles the connection to its system, and it decides what has to change on its side when the service size goes up. Keeping those two halves in step is what makes the changeover go smoothly.
Whitby's homes cover a long span of construction years. The Town's Housing Needs Assessment counts 3,810 dwellings from 1960 or earlier and another 7,700 from 1961 to 1980, and houses of that age can still run on a 60 or 100 amp service. A home from the 1990s may have more capacity but no spare breaker spaces left. In either case the first step is a load calculation, so the decision to upgrade rests on your actual appliances and plans.
What Whitby Homeowners Should Know
Elexicon Energy asks homeowners to begin a residential service change, such as going from 100A to 200A, with its Connection and Upgrades Request form. A technician then prepares a Service Layout and Offer to Connect, and Elexicon needs an ESA Connection Authorization before it schedules the final connection.

An isolation is the temporary shutdown used for work such as a panel change.

What Happens on Elexicon's Side of the Meter
Not every panel replacement changes the service size. Replacing a fuse panel or a crowded 100 amp panel with a new 100 amp panel keeps the existing service, so the utility's role is mostly the isolation that cuts power while the panel is swapped. Moving to 200 amps is a bigger change, because the service conductors, the meter base and sometimes the meter location all change, and that is when the Connection and Upgrades Request form is needed.
After Elexicon reviews the request, a technician prepares the Service Layout and Offer to Connect, which the homeowner signs and returns before the utility work is scheduled. On the electrical side, KV Bear Electrical files the ESA notification, builds the new service to that layout and books the ESA inspection, so the Connection Authorization is ready when Elexicon comes to reconnect. If the meter is currently indoors, the new meter base goes on an outside wall, which also changes where the feed enters the house.
Downtown Heritage Houses and 1990s Subdivisions
Houses in the older parts of town, including the Werden's Plan heritage district downtown, can hide fuses, undersized service cable or circuits that have been extended many times. Plaster walls and tight basements can also limit where a larger panel fits. If your home is a designated heritage property, ask the Town's heritage planning staff whether exterior changes, such as a relocated meter base, need a heritage permit before the upgrade is booked.
Homes from the 1980s and 1990s make up a large share of Whitby's housing according to the Town's assessment. They are more likely to have breakers, but the panel can run out of spaces once a basement is finished or a heat pump is added. In that situation the load calculation sometimes shows the existing service still has room, and a larger panel or a subpanel solves the problem without a service change at all.
Cost and Scheduling for a Whitby Panel Upgrade
Our published range for taking a home from 100 to 200 amps in Ontario is $2,500 to $5,000. Where a Whitby job lands in that range depends on whether Elexicon's layout calls for new service conductors or a relocated meter, how far the panel moves, and how many older circuits need repair before they are reconnected. The itemized quote shows each of those items on its own line.
The power stays off while the old panel comes out, so the isolation is booked during regular business hours and the work is planned to finish inside that window. Because Elexicon includes only one free residential isolation per 12 months, it makes sense to plan related jobs, such as a new circuit for an EV charger, for the same visit. Panel Upgrade in Whitby: Common Questions
Does Elexicon have to approve a 200 amp upgrade on my Whitby house?
When the service size changes, yes. Elexicon reviews a Connection and Upgrades Request, prepares a Service Layout and Offer to Connect, and reconnects the home only after it receives the ESA Connection Authorization. A panel replacement that keeps the existing service size normally needs only a scheduled isolation.
Will Elexicon charge for shutting off power during my Whitby panel change?
As of October 2026, Elexicon gives residential customers one free isolation in each 12-month period during regular business hours. A second isolation inside that period carries a charge, so it pays to plan any related electrical work for the same visit as the panel change.
My Whitby meter is in the basement. Does it have to move with a service upgrade?
Yes. When a residential service is changed, Elexicon requires an indoor meter to be relocated to an outside location. That means a new meter base on an exterior wall and a new feed into the panel, and both are included in the load calculation and the quote.
Do I need a heritage permit to upgrade the panel in a designated Whitby home?
The new panel is interior work, but the Town says designated heritage properties need a heritage permit, and there is currently no fee to apply. Check with the Town's heritage planning staff about exterior items such as a relocated meter before the upgrade is scheduled.
